Developer Mode

Allows you to play tactical battles outside of campaigns and open the developer console to use cheat codes.

Have you either fixed the hash (ToolBoks or XSHAPE) or disabled the hash check after enabling 'Developer Mode'?  See 'Recent Discoveries' in 'Basic Guide to installing mods'.

I did what it was told in Recent Discoveries section but I can't still run the game
the error says : The Application was unable to start correctly(0*c0000142). Click OK to close the application.

yeah bro it just crashes on star. I thought it was beause of merciless but I tried it without and it still crashed onstartup. No loading screen, menu, or anything. This is one major setback hombre.

Mod is in need of some tweaking...

You can enable the Developer Shell with ToolBoks instead. 

 

Note there is a difference between the Developer Shell and the Developer Console.  See the Wiki articles 'How to enable the XCOM developer shell' and 'Developer Console - XCOM:EU 2012'.

How do I make this mod work with the Toolboks mod? I would like both the Developer Shell and Console.
