How do i do it? I dont cnow where i need to go, and what do i need to do, because i don undesrtand anything what the book says. There is something about dwarven ruin, but thats all i understand.

Do you mean Power of the Elements? Since this is the spoiler forum:

 

Northward, haunted northern coastline
And south, Dwemer live and toil,
A simple place, a shield from draft.
At this stand wield mage's craft
So fierce the sea will boil.

 

Spoiler

Walk from Dawnstar (northern coastline) southwest (south of the coast) towards Morthal. Look for ruins (Dwemer live).  Find pedestal (simple stand), place book on it, cast fire spell (sea boil, mage craft) on pedestal.
