My solution in the end was to place myself near the chain and quickly use whirlwind sprint to knock him back after he pulled the chain the first time, which gave Mecaius time to walk out of the cage. But I wanted to report it here in case others were having problems.
Also for reference, my game is updated and I don't tend to use mods because I had one cause a crashing issue in the past.

I had the same glitch and figured out a funny solution. Open the console, click and target Olvir. Then either type "Resetinventory" or "Removeallitems" without the "quotes ". And it'll Glitch him out of the glitch and he'll go lower the bars.. I actually figured it out by making him get naked as revenge for just standing there & not lowering the bars.. LOL. He seems to get a lot more cooperative when he realizes the Dovakin has the power to make all his cloths and weapons disappear. It also works on the chain in the cave he's suppose to pull but never does. SO it might work for a lot more NPC freeze glitches. So I'm guessing it's either an armor or body mod conflict. Wish I could pinpoint which one but I have to many mods. I hope it fixes it for everyone else having the same problem.

Ok, Im doing the quest Warning Valfred, we just fought off the bandits and ran into the Borvald Catacombs. Then I follow the Jarl further on, we wind up at a hidden stone door which the Jarl opens via a switch right next to it , then he just stands there. I can't talk to him it says this person if busy, I've reloaded waited and force gripped him into the next area, reloaded and left my followers outside as well, same thing. Anyone know how to fix this please and ty.

Any specific type conflict that would cause this? He's the first NPC that's had the issue.
He supposed to be wearing:
ArmorIronNoHelmetOutfit [OTFT:00017F21]

Got a serious problem with this mod. I gave it a second and now, I have finished the quest in Urokk fort, but the gates will not open.
Before any smarta@@ say "hey this mod is incopatible with killable children", ... I dont have killable children !
Everyone is at the gates and they all stand there..
any help will be greatly appreciated..
only option left at this state is fast travel, move back to Skyrim and uninstall.

You pulled the switch to open the gate? Normally you end up with them all standing in front of an open gate waiting for someone who walked off and got lost. Are you sure you have killed every enemy in the place? You cannot open the gate till they are all dead.
If you have killed everyone, and have them ALL waiting at the gate, exit the game completely and reload the save, and try the switch again. Otherwise you could go back to Skyrim wait 30 days and return.

It is up high, not near the gate, once you have killed everyone you will get a marker for it, otherwise yes it is a glitch. If you have it use aura whisper to find any still alive on top of the towers or else where.

While I was doing the "Dreams in Oblivion" quest, Brother Arnand showed similar signs of animation interference... could that have caused him to lose his path in the first cavern with the roaming deer? Arnand just wouldn't progress past a certain point and seemingly staggered around finding other dead ends.
Searching various bug postings here, some suggest that bumping him in the right direction could get him back on the path. And so I tried this, to no avail (the first time).
Disappointed, I got side-tracked and wanted to help another out with FPS problems, and so looked up Vorontsov's "CTD and Memory Patch ENBoost", and low and behold, I found this in his extensive readme under "Issues and Bug Fixes"...

ENBlocal.ini is the configuration file for Vorontsov's ENBSeries graphic mod, of which many, including myself, use. And so, when I enabled 'FPSLimiter' in the .ini file, as suggested, the misplaced water sounds, rattling inside buildings and jittery animation problems disappeared (not played enough to see flying objects yet).
After, when I tried to bump BA back onto his path a second time, it worked and he resumed on his course toward the final confrontation. I'm not saying this was the fix for Arnand's lost pathing; maybe it was in my case, but it could've been just a coincidence also. But,if you're looking for a non-mod conflict, I think this qualifies as one.
Consider how many players use an ENB, and the number of them that don't like reading Readme's, there could be a large number of players with various problems due to this overlooked "game bug"/ENB setting. Just a thought... I only hope this helps in some way.

After the Staalgarde raid's finished, Agnar & the others stop at gate that I cannot open and follower stops following, so I fast travel to solve. (This is the gate that was bypassed to the settlement inside where Agnar makes his speech to his troops and I conclude it was never meant to be opened.)
The Heart of the Gods: Mountain Mist Temple didn't show up on my map nor did any marker, but pressing M in Journal did show correct area on map. I didn't use fast travel.
Dreams in Oblivion: In first cave Brother Arnand loses his path and gets stuck until I finally succeed in bumping him enough to resume to the end conflict.
My game is upto date without any Tweak/Guide .ini changes.
