Have you tried using Skyrim save cleaner tool (spelling?)?

Never use that tool, please.

I got big problems on my older pc after installing Scenic Carriages

Scenic Carriages is a good idea with bad implementation... not because author doesn't know, but because he tries to change a core game mechanic and this screws with everything, perhaps it works when you only install that mod, but as soon as you mix in others your game will fry.

i switched to k ENB after a REINSTALL and the CTDs still continue, this is completely new instal without realision.

ENB doesnt crash your game. You need to look in your mods & texture replacers (did you install them as well?) and your resource usage (RAM usage). Reinstalling an unstable game will not fix anything at all.

problems with those cleaners are that they are not very selective in what to clean and how to clean it savely. Simply zero-ing out some papyrus section inside the save has really bad consequences. After the cleaning it might appear to work flawlessly but troubles will start not much later...

The only reason why someone should ever attempt one of those programs is when they have issues in their game and

  • Do not have an older save to return to without issues and are very far progressed in their game
  • Are not able to open their save game at all  due to corruption (so not mod conflict / system resource related)

If you don't qualify for both of those, you're better of not using it.

This is also (hopefully) mentioned on the mod pages.... I'm sure that at least one of them has a big red warning right on top of the page about the consequences of cleaning your save and why not to do it.

I truly believe that reducing the amount of mods, dont fiffle with inis and continuously make save backups will help when trouble start to emerge.
I have had too much experiences with bloating and crasing. :P
