Acrid, there are several mods that populate MW and many companion mods too. It is also easy to create your own companions and put them in the game with whatever skills, items and levels you want. I'm not sure it makes them more intelligent but it adds variety. There is also a series of mods to make the individual towns less generic where every character has individual dialogue. I haven't played these so I can't rate 'em but they should make the characters more interesting if done well. If you need mod names I'll look 'em up for you - unless someone else knows?

I'm interested in the list of mods to make towns less generic as well so please post it here. I'm currently using the Balmora andVivec ex (and used the Suran Underworld for my last character but not this time since it caused a conflict with one of the special Morag Tong items) but more to make the towns distinct would greatly improve the games replay value at this point.

secondly, The cliff racer sitting above you? Happened to me on xbox a lot... the fix is to just jump in place. If it's low enough, you can take a whack at it. If not, after a jump or 2, (or in rare instances, 10...) it comes down. It's a question of having the cliff racer AI register your movement in relation to itself. (My understanding of this is real bad, but this was the best i could come up with) it worked for me... hope that helps! (Of course, the peaceful racers would solve the problem too... so would archery for that matter! You even get a STILL target!!!!!)

It's called the Less Generic NPC Project available at Morrowind Summit. They may still be working; currently they have issued five mods covering Ald Velothi, Gnaar Mok, Hla Oad, Khuul and Maar Gan. To find them quickly search for the author 'LGNPC Team'. Let us know what you think.
It gives each NPC except guards their own dialogue and adds the odd quest.
