I my memory surves me right this is one of the guards baracs also by the desing i can say its an "undergorund"(aka got stairs that lead down or has NO windows).....I would have to bgo with the bruma baracs wich are connected to the jail,altho i might be wrong becuase there were 1 or 2 more citys with thiws desing jail and baracs.
