In case you don't know what UV mapping is, it's kind of like taking a box and unfolding it so that it lays flat on a table. Texturing is like drawing on the pieces of the box. That's overly simplified but it's just a description for anyone who doesn't know anything about it.
For the texturing you can download the free program The Gimp. But learning to use it is a whole new ball game. There is a lot more to modding that anyone imagines. If you watch the very bests modders, you'll find out that they stick to one or two things. Finding a modder who can do just about anything they want is next to imposable.
Even those who know how to make new creatures have to use the existing skeletons and animations. There are modders who can animate but I don't know of any who can animate and put new creatures in. Your best bet is to find one thing and learn to do that well. You can always learn something else later.

Lip, you'll need to search for and download the BSA unpacker. That will unpack all the oblivion files so that you can use the meshes and textures. The throne isn't UV mapped but that can be done in Blender if her GMax file can be imported or opened in Blender. Unfortunatly, I still don't know how to texture even after six months of working with Blender. You can't really texture in Blender but you can make the UV maps and someone who knows how to texture can use them.

Ok so basically in steps what must I do mate? Im a noob and I dont want to do anything wrong

Like I said, I've been doing this every day for six months. There are plenty of tutorials that show how to make UV maps and there are plenty of tutorials that show how to retexture. The problem is that there are no tutorials showing how to use the UV map tga file to create a dds texture file. If you ask about it on a forum you get no reply. I think it some well kept secret among modders. I've made dozens of meshes but haven't textured one yet.

Naminea, would you create the one whit the dragon head on... i'm sure it would please a lot of ppl to have such a beautifull trone as a modder's resource ! think about it... i know its a lil more dificult then the one you just release...but eniways it might be worth to try :-)
