where can i recruit merchants and guards and other people to be at my strong hold

People are supplied questlessly to your stronghold, with two exceptions:

With Redoran, you have to find/free/buy wives to attract settlers

With Hlaalu, you have to hire a mercenary to defend the place from bandits.

Might be worth checking out the mods though as someoone may have exactly that type of mod, but don't know as I haven't looked

The Factor's Estate in Blodmoon is the most worthwhile stronghold- you have your own ebony mine, guards, a trader, and lots of settlers. Plues, I love the arcitechure there!
