if possible can somebody make NCR armor without needing new Vegas files?

Probably not. It'd likely be too much trouble to reconstruct their armor from scratch.

That's what I was worried about because then one that I wanted was the fatigues

You could port its yourself. If you have Vegas files, use FOMM to extract the texture and mesh files, put them in the Fallout 3 Data Folder, then create a new armor or replace one you don't like or rarely see, vanilla or mod, the Geck.
