Tribunal, under the Plaza.

Have the monsters attacked the Plaza yet? Then there will be a hole under the statues, and Norenen-dur is somewhere down there. Beware of Deadra and mechanoids . . .

You need to get through two tunnels with the satchel packs to find it. When you go through the second passage you are there IIRC. It's a good idea to have a CE levitate ring or equivalent for the wailing delve.
