Low FPS but hardware/gpu usage low as well?

My FPS are at 8-10 but my cpu, gpu, heat and write speeds are all low also. Does that mean it's the game not being able to handle all the extra stuff or perhaps a conflict? I do have like 30 npc's wondering about but I'd have thought if it was killing my fps my gpu usage would be hitting the roof as well?

I've included a performance monitor log for my main mod profile (It's the same with just enboost, realvision and realvision lite) and a test one with all my textures rlo, cot and the full realvision enb. The test one had way more fps and the gpu usage is nearly 100% (I need to go back and oc it again, not that it'll make a massive difference but still). I'm using Driggers TPC, amidianborns textures and body, face, hair and clothes textures in both btw.

I'm gonna keep messing with it see I can find the cause but I imagine you guys will probably know more about this stuff.

I was thinking it might be a conflict between Warzones, ASIS and Immersive creatures or maybe all those dirty edits? but I really don't know.

Also what's really getting me if it's not clear is that both my system usage and fps are lower in my main profile and yet with the test my fps are higher and my gpu usage is  nearly maxed out (as I imagine it should be) so I imagine it must be something other than my gpu not being able to handle the graphical side or my cpu not keeping up.

You might have a bottleneck on your system.  ENB can also do this.

What is your average fps in vanilla Skyrim?

Hi again,
Never goes below 60 but the skyrim performance monitor shows that there's nothing getting used fully in my main game or is there something that contributes and not included in it's log?

I had a problem like this in certain areas, to fix it I let the skyrim.ini regenerate itself, basically move the skyrim.ini out of the skyrim folder in your documents. I believe the problem was caused by various quad core CPU tweaks.

This is what's in the ini, think it's the only relevent bit;

iNumHWThreads=4

iHWThread6=3

iRenderingThread2HWThread=1

iRenderingThread1HWThread=0

I have an i7, think that's counted as an 8 core but I don't know if the ini count's the... ahm... 'virtual' cores or what ever you call them? Also I'm using Mod Organiser so these shouldn't have changed and when skyrim launcher makes new ini files they have way, way less stuff in and none of those listed are in it (I checked my back-up copies).

If my .ini files (default and custom) would help identify the problem I could attach them as well. Would that be any help though?

Warzones was the issue (think it was because I had immersive battles or whatever as well but not sure). loaded an old save from before warzones and I get 30-60 fps again.
