When I go to Caldera Mage's Guild, I ask around for quests, and only one replies with the familiar do you want duties or advancement phrase. But there is no way to to respond because none of the usual key words are highlighted. Are there supposed to be any quests here?

No.

But if you download the official plug-in for the propylon indices quest you will get one.

You will find similarly that there are no Imperial Legion quests from Fort Pelagiad.

probably the main reason for that was there were enough mages guild quests ofr an individual to climb the ranks and get to Arch-Mage pretty nicely. caldera mages guild is just for transportation or for modders to add stuff.
