I'm stuck on the Civil War quest objective Liberate Falkhearth where I have to report in to Galmar at the Falkreath Stormcloak Camp. No matter what I do he doesn't give me the "Reporting in" dialogue option. I've tried pretty much all the bug fixes listed here: http://elderscrolls....ation_of_Skyrim plus a bunch of other random things I found while Googling

I also tried starting the following quest (cwmission04) but nothing happens when I try to start it via the console. Does anyone know of a workaround and/or fix?
