I JUST CAN'T, TRIED TO SEARCH IT IN ALL THE ROOM, CAN'T FIND!

The True Thief Armor is in the outer edge of the pool in the Thieve's Guild next to a bridge on your left after you enter from the Ragged Flagon entrance. There is a small chest that is floating in the water. Here's a video that shows it.



However, for me, the True Thief no metal parts download didn't have the chest, and therefore made it impossible to find, which is something that needs to be addressed.
