It's probably your Antivirus-Software. I had the same problem and looked into the defenselog. There i noticed that install.vbs was blocked. Either set its status to "trusted" or deactivate the software for the time you install/uninstall RV.

Open the file called instpath.txt and add the install path of that folder into there and it should work.
If you can't overwrite it just make a new text file with the same name and write it in there.

simply copy the files and folders from RealVision_ENB_files except the 2 vbs and instpath.txt to folder where your TESV.exe is located, manually.

and no panic! RV_install.vbs is no virus!
the file is open source, written in visual basic and simply copies my files to your Skyrimfolder. You can simply do this manually too
