Why are certain NPCs in the Shivering Isles counting? I talked to some of them and in between words they say numbers. I can't find the answer anywhere on the internet. Maybe they're just doing it because they're insane? Idk. someone help me figure it out.

They are probably meant to have some form of OCD, maybe?  Or maybe they're counting down to the next time you manage to annoy Sheogorath.

 

Protip:  If ever you feel the urge to punch Sheogorath in the face, save first.

I am gonna suppose this...and I really have no clue. But..*spoilers*

I think because Jyg is coming..and since he is the god of "order" the events unfolding of his return, presence or whatever...makes the crazy-unordered people begin to get order imposed on them.  As this happens it manifests as how the first bit of ordering in our lives happen...they do mathematics....or they count.  What are they counting?   Only the gods know.
