I think typically it's said to elven characters. So, "seen any elves?" is meant to be sarcastic you see. Because you are an elf. Truth is it's not that funny and becomes rather annoying after a while. :D

It is a typical Nord greeting. As 50% of the population of Vvardenfell is Dark Elf and about another 10% elves of other kinds the place is actually crawling with elves. Presumably in days of old Skyrim had no elves and to see one was quite an experience. So the expression 'seen any elves' probably had a different meaning. Now when they are surrounded by them they find it funny to recall those old days when seeing an elf was unusual.

But the Nords are always cracking jokes of rather odd humour. And how many people know what an ecdysiast is (Solstheim joke) without recourse to the dictionary?

It's sarcasm, due to the Immense majority of Elves living on the island.

Yup, all because there are so many elves in town, so strip for me Malchick, strip for you.

And I didn't touch the dictionary.

I asked my mom.

Last year when I got the expansion.

Yup.

When the Nord says this, does he just say it to the elves only? As in Wood Elves, Dark Elves and High Elves? Or do the Nords say it to every one? I really haven't noticed.

All Nords have a one in five chance of saying this as a greeting when their disposition toward the PC is between 60 and 70. There are no other conditions associated with it.

i'm an argonian and they say it to me, maybe it means, "were taller than those pesky little wood elves, us nords can't see them"
