Actually I did not, I've been doing 3DNPC entirely manually, which could be the problem I suppose, but as I stated earlier, I've not had these problems until this morning after the latest Wet and Cold update. I just tried reverting it manually as well, and the situation has not yet changed.

 

I decided to manually go ahead and just slowly work my way through the list to find out where 3DNPC should be placed on the load list. I found a spot for it between Clothing and Smithing Pack and Wet and Cold, and it loaded up fine without SKSE. When I attempted to load it with SKSE, the game crashed, and now it won't load up without it again, despite everything being in the same place.

 

EDIT: Right then, well, I'm calling it a night, I've been fighting trying to get things working for 19 hours now with only breaks when I was reloading or un/installing stuff. Maybe a good night's sleep and a computer shut down will help things along in the morning.

Just a morning update, for the time being it seems Skyrim is working for me again, with the load order I stopped on last night. I have no idea why it's working, and what's changed, beyond me restarting my computer. I sincerely hope my issue has been resolved.
