Making a Mod - How do I disable NPC's and Dragons?

So its my first time making a mod and iv already stumbled into a problem

 

I've been looking all over to find out how to

- Temporarily Disable a big group of NPC's

- Disable Dragon Spawns/Encounters

 

I'm looking to pretty much temporarily disable all NPC's in skyrim, EVERY SINGLE ONE, all in one go. :nuke: :devil:

As in if I where to trigger a switch of some sort in-game all NPC's will disappear, and the only thing left in skyrim would be me

 

This probably seem's like a waste of time, BUT the reason i want to do this is so i am able to add in my own characters with a completely new story line

Its going to take ages, but I cant even seem to find if this kind of Mod is even possible to make or not.

I don't want to waste my time on a massive project that could never work from the start

 

So if anyone knows how to do such a thing, help would be very much appreciated
