I was wondering if there was a mod somewhere or if someone could make a mod that makes cliff racers passive so they wont attack unless attacked cause i kinda like having cliff racers around cause i think they help fill the skies a little and for ambiance. (i kinda like their chirping sounds)

There are lots of them. This is what I use, but it affects a lot more than cliff racers. You might like it anyway, for adding a lot of new animals to the land. http://www.elricm.co...h...ls&lid=1057

It doesn't add anything new, it only changes the way most creatures react. It's a good mod.
