Sotha Sil is in the final dungeon, the clockwork city, you'll have to do the final quest for Almalexia to get there.

yeah, just continue on with the main quest, and you'll get there eventually, once you ...defeat..certain go..people, you'll get a ring that can transport you there instantly.
