Yes, the dagger could be powered by the emperor, but perhaps not his soul, at least not all of it.
Emperor Uriel VII, the one at the start of the game, is also the emperor whom Tharn imprisoned in Oblivion with the Staff of Chaos.
Nothing is mentioned of what happened to him while trapped in that realm, therefore we could say that while trapped in Oblivion,
which was for quite some time, he created a magical instrument, perhaps with the aid of one of the Aedra, that could kill Tharn,
but leave his soul trapped within his corpse (heart) and therefore prevent him from ever returning as powerful wizards often do.
I don't remember exactly what happened, but I know his corporeal form was destroyed by the Staff of Chaos, perhaps Uriel
considered it a blunder on the hero's part? Unless the emperor is the one who tells you to use the Staff when he is freed, but
I can't find anything about this. Does any one remember?
Well, regardless, we can credit Uriel with the creation of the dagger, if nothing else.

Mysticism could do the reverse of soul trap quite easily.

I just thought I should make it clear.
We don't actually have anyone else who has offered to do any of the originally proposed unique meshes.
The only one I intended was the statue of Ouroboros, which is not really necessary for the first half of this mod.
If anyone would like to do that, it is open. A remodel of the statue of Akatosh or Peryite,
I would assume, to look unique from either statue and to be biting it's tail.
I've working on the room that the Counterfeit Heart will be housed in. I think it's wonderfully
ironic that it be the original version of the Temple of the One. I'm using an oversized glowing
crystal as a stand in for what will be a Mantella. Peryite has also joined in with the approving
daedra, perhaps in favor of balance? There is an aedric god of time, and not a daedric one, and
Peryite is described as one who loves order and balance. To be truthful, he's there because it was
more appealing visually to have five statues instead of four. This is merely an unfinished concept
construction, so nothing is set in stone, but it should give an idea of it. Please share any thoughts
and ideas.
The platform above is where the ascension ritual will take place. I haven't decorated it yet.

I learned some basic retexturing, so here are some improvements on the Heart Room.
Also working on Apocrypha, the first quest, a pointless joke quest to set the tone,
and everything leading up to it is pretty much done.

Okay, I ran into a bit of a problem while decorating Apocrypha. It looks good.

But it is murder on my PC. I made the mistake of casting a spell in there and the books started raining.
It looked awesome but made the game very laggy, and I'm running it on ultra high with no lag normally, does
anyone know of a way either I, or somebody else, can just make the bookcase with books a static model? I'm
pretty sure I've seen this done somewhere, but I can't remember where or can someone give me some tips on
how to do this?

Oh Em Gee, That is epic. Yeah I'm sure someone could make some static books/bookshelves with a picture of books on it. but sadly, I know nothing about meshing/texturing. Lol raining books reminds me of that one episode of the drunk argonian.

I found a modder's resource that we can use for Apocrypha. It makes things look
a little too uniform for my taste, but it does the job.

Lol I just love how he tells the old lady a little about himself. Such charisma! I wish I could get my points across like that.
Apocrypha is looking freaking amazing!
