Random objects being marked as stolen

I don't know what's causing this problem at all. Basically, at some point I bought a house in Solitude, went in, explored and such. Left, came back, and suddenly EVERYTHING in my house is marked as stolen---every single item says "Steal" when I hover over it. I can still sleep in my bed, but now this same issue is extending to every other house I buy inside one of the major cities.

 

This doesn't affect the three homes Hearthfire adds on, nor any downloaded homes, (though it does affect a custom home added in by Expanded Towns and Cities).

 

 

As well, not sure if related, but when I go to retrieve arrows that have bounced off of enemies or stuck in walls, they are labeled as "Steal" as well, despite the fact that they aren't stolen.
