Innodils Pocket Plane Party Camp has three merchants, one of which sells runes of all levels and types. Inventories can be reloaded or randomized but should you choose to randomize the rune merchant no longer just has all the runes and is random like the other two. I once got a set of Juggernaut Plate Armor for everyone in the party by randomizing the merchants and it seems that you stand a chance of obtaining every vanilla item in the game.
