Does anyone know what the variable is that holds the value of the available unspent perk points?  And can it be accessed and changed in the console?  Thanks.

Don't know that, but have you seen this mod? Automatic Perk Unlocking.

As far as I'm aware, it's impossible to add spendable perk points via the console. The most you can do is manually add perks with individual IDs. Alternatively though, you can download something like Deadly Dragons, give yourself dragon souls, and then use its MCM menu to convert those souls into perk points. Actually, I just remembered that SkyTweak gives you the ability to give yourself spendable perk points.

Appreciate all answers.  I'm going to check out SkyTweak.  [Hyacathusarullistad] You give the impression that you prefer Deadly Dragons over SkyTweak.  My first thoughts would be that Deadly Dragons would take longer, but it would be more in character.  Gotta check that out too.  Thanks.

I prefer the Deadly Dragons way, yes. Even though SkyTweak is easier, I'm actually wholly unimpressed with how poorly it performs in all promised aspects.
