There is nothing wrong with this mod and it works perfectly. If it does NOT work for you, then it is because you did not follow the included instructions and you failed to install it properly. It is very important to read and understand all instructions that come with a particular mod, BEFORE posting rants about how "it doesn't work." There's no point in wasting an author's time with vague and baseless complaints.

Truth.
I've put the .rar file in the Data folder and it doesn't register with the data files.
The README doesn't talk about installation- it just says what the mod does.
The Mystic Elf mod looks absoloutely brilliant- I just can't get the fix working. If anyone can tell me what to do, I'll be very grateful.

It's important for people to have a working knowledge of mod files and how they operate, before complaining that a given mod doesn't work. I don't mean for that to to be as harsh as it sounds... I'm really more worried that some of you folks will mess up your game by making mistakes and that would suck.
You don't place the *.rar file anywhere... it's a compressed file, much the same as a *.zip file is. It needs to be decompressed, using a decompression program such as WinRAR. After you extract the actual mod files from the compressed archive, you then copy them to their appropriate locations in your game folders and activate them as needed.
In the case of the KT Custom Race mod, you need to place the extracted *.esp file into your Oblivion/Data folder. Then, start up the game's launcher, click on "Data Files" and use your mouse to place a checkmark in the checkbox next to "KT_CustomRaceFix.esp" to enable it. Then you'll be all set and good to go.
That's the procedure for installing this and many similar mods. Good luck and happy holidays to all.

I've unzipped it and added everything I got to where it belongs, but there's still nothing. I can't help but wonder if IE 6 somehow dropped a .wav file or something, because I see his lips moving and OBMM says there are no conflicts. If anyone who has it working got anything more than the .ese and readme, kindly enlighten the rest of us as to what it is and where/how to get it.

Nobody has mentioned this yet so I will, this mod is included in the Unofficial Patch which fixes over 700 of these bugs in Oblivion. If you use the Unofficial Patch, you won't need to install this fix.
I'm not saying this fix isn't brilliant because it is. It is now simply rolled up into a multi-fix mod.

Not meaning to take away from the usefulness of this mod, as not all use the Unofficial Patch, but that's exactly what I have been explaining to folks using another mod which included a race fix. I used it myself until I got googly eyes when the UP came out with it included.
There are a couple mods out there that include the race fix and since I use the Unofficial Patch, which has it incorporated, I can't use those mods. I am not qualified to remove the added race fix from the compliations, so I do without them. It really makes me feel better to know I wasn't wrong in my statements, even though everyone at those forums discounted me. Thanks LHammonds, yet again!

dont work for me either and i installed it with oblivion mod manager. prisoner does not speak.
