problems with a new spell in spell_modal

hi there ;)

hope anybody can help me with a problem...

im locking for a way to modify a running effect triggered by a change of value like:
GetCurrentHealth

i tried it i dont now how long but i can only change the values at start of the effect.....
another idea i have is to stop and restart the effect after a change of a value but there i find also no way to do..

ok for bether understanding i created a new spell in spell_modal
the spell itself runs but now the problem:
the spell takes your mana and refill your life but now i want that after the life is full the script should still running but no longer takes mana.. like a rest for the spell, and if during the "refill" the mana gets under 10 or something the effect should also rest.

i realy realy hope anybody have an idea
and yea i know my english is horrible i try my best
