I really like the idea of fast paced combat, but there's something from FO3 makes combat impossible with the global high damage--->npc moving speed
Like you have a hunting rifle, you try to fight a raider with also a hunting rifle. That raider just dash around the place and aim bot you while you try to predict FO3's jerky movement(sudden direction change, sudden crouch, sudden full halt/stop, high strafing while shooting speed, bumpy ground etc.)
Is there a mod that helps with this?
