Is it normal for there to be constant raining and storms during the month of frostfall? storms are a bit too common for my taste but I don't know if it's because of the season, shame because sunny days are gorgeous.

Yup, Use ony Natural weather or HDM, not both. Its constand sotrms with both

I really love this mod, but after more than 100 hours playing the game with this mod I'm having the first issue. Especifically with the weather mod, since my game is configured to use the HDR settings, obviously only the Weather HDR version mod is installed. Now everytime I open the menu the weather changes, and when I speak with someone the weather changes in cycles around the NPCs I'm speaking with every 5-10 seconds. This problem started when I was ending the quest for Mephala and while listening to her final speech the weather around her statue started to change.

Is not a game breaking glitch, just really odd and kind of annoying. Is there anyone else who had this problem and knows a way to fix it? I haven't added anything major to the game, I re-checked everything (mod order, settings) and everything was okay and nothing was changed or overwritten. And I know it's the weather mod because the problem is fixed when I disable only that mod, but with the rest of the mods disabled the problem persists.

First I replaced the Natural Weather HDR with the "Normal Scripted HDR & Color Corrected" ESP in the same mod order but it failed for me. I reloaded a clean save, fast traveled but it kept failing (same issues as before), so after a while I replaced that with the "Simpled Weather HDR & Color Corrected" ESP and that immediately worked ^_^. I have no more fast changing weather in menus, although it seems now I have less number of different weathers because of the way this fix was made, but I guess that's better than nothing.

Use RDs unofficial natural weather fix. I'm using the simplified natural weather version for years and the problem is completely gone.
