Where did you set bAllowConsole=1 at? Is it in your Fallout.ini (located in Documents\My Games\Fallout3\) in the [Interface] section?

yes it was already at 1 from the starting, I didn't have to change anything

Good news! I've found a mod that might help you out, it's called Console Key Binder. It will let you set a custom key to open the console for people who can't get tilde to work. The mod uses F4 by default but it can be changed. Give it a try, seems like it'd be worth a shot.
