Yes that is the correct location. I also have it installed via steam. Note Nexus doesn't seem to like backslashes so it should be

XComGame?Config?DefaultLoadouts ( ? should be backslash)

Another weird visual bug: one of my MEC troopers when using jet-boots used the gene-mod enhanced muscle fiber animation, instead of the jet-boot animation

It's more than perks they keep. The way the reselection is implemented seems to be that old scouts get a new lance corporal level, complete with aim and will boost.

A somewhat detailed how-to-guide for fixing the Sectoid Commander loadout crash, for those sticking with Beta 11:
Note: Substitute ALL below instances of the forward slash character (/) with a backslash, because the forum software strips those from posts for reasons that boggle the mind.
1. Make sure to make backup copies of the two files mentioned below.
2. Open up '<install path>/XEW/Binaries/Win32/XComEW.exe' in HxD and do a Unicode string text search for the following:
XComGame/Config/DefaultLoadouts.ini
2. For the 2nd (and only the 2nd) found instance of this text string, change that capital X to some other character (I chose the capital W, in the same vein as the edit to force DefaultGameCore.ini to be loaded externally).
3. Save.
4. Open up '<install path>/XEW/XComGame/Config/DefaultLoadouts.ini', and edit line #33 (and ONLY line #33) to read as:
LoadoutTemplates=(eLoadoutType=eLoadout_Sectoid_Commander,Inventory=(iArmor=eItem_None,iPistol=eItem_SectoidPlasmaPistol, arrCustomItems[0]=eItem_PsiAmp, iNumCustomItems=1))
5. Save.
Note that these fixes will not affect tactical/in-mission saves, as the loadouts for both XCOM and the hostiles are already finalized.
Addendum: Do not attempt this on a Beta 12 installation. At all. It won't end well.

... ok. Bug Report again. Psionic soldiers using titan armor which should make them imune to acid and fire actualy take damage and debuffs from acid and can't walk into fire.

Just fyi, as far as I can tell if you install Beta 12 over 11 and then revert back to 11, then the sectoid commander fixes are applied in the files. Haven't really tested with actual commanders to confirm, however all the HEX edits are present as well as Loadout edit.

I assume this happens because Beta 11 doesn't reinstall those files.

I have updated to 12 and i'm continuing my 11 play-trough (loading saves) but there is annoying bug (all my soldiers start with -1 or -2 hp) on the missions and are becoming wounded after the mission (even without being hit). I will test if this affects only old soldiers or also new. And will test if after they recover they are buggy again or "fixed". (any tips for how to fix this issue would be appreciated).

Yes that was the location, wasn't aware of how picky Nexus would be >.<

Got it working, turns out I needed to run HxD in administrator mode for some reason? Doing that, the jibberish turned into actual words and I've made the edit successfully :D

Floaters and other levitating/flying enemies still clip into eachother.
