This is possibly a config file issue. However item perks are only granted when equipping an item, so an already-equipped Laser Strike Rifle won't grant the perk. You might try unequipping and then reequipping the item and see if that clears it up.
If not, please post what the DefaultGameCore.ini lines starting with :

Itembalance_Normal=(eItem=227,
look like so I can see if there's something off with your config files.

Hmm, that's really mysterious. I'd tested killing Mindmerged Sectoids and non-mindmerged sectoids and hadn't had any problems with animation hangs.
I'd even tested such things as dealing exactly enough damage to kill a mindmerged sectoid without having any problems. Is the issue reproducible?

Yes, re-equipping granted the perk. I had noticed in mission so I hadn't even thought of checking that. Thanks.

As much as I'd like to take credit for that one, the already-hotfixed .upk is Avenger93's handiwork.
I just typed up a PatcherGUI mod to manually apply the hotfix, for those who may not want to download multi-megabyte files, or just want to apply the hotfix themselves, but without having to muddle around with HxD (or their choice of hex editor).

Amineri is it possible to code removal of snapshot penalty from strike rifles if a sniper gets snapshot perk? The whole idea behind nerfing it was with scouts. If I'm not wrong, snapshot perk doesn't have any benefit for strike rifles currently.
