I had the same issue and I might have found a solution for this problem. I'll try to explain it as good as possible.
(But beware, you will have a tiny issue in the game. I'll explain later.)
All you need to do is to download the GDApp (Link: http://social.bioware.com/project/755/) and open the BITM_base_dao.gda file with it.
Then you search in the 'label' column for the helmets (mage, light, medium, heavy, massive) and write in the 'EquippableSlots' column a 288 (so the 32 turns into a 288) for all four [or five? I'm not sure] helmet types.
After that you just have to save and start DA:O.
The issue I have encountered so far: You have two equipment slots for helmets now. One is visible and helmets can always be removed, the other one is invisible and once you equip a helmet in that slot it stays there forever.
Besides that, everything works fine for me.
