Problem: Upon loading BOSS I get a log file with an error: Critical Error! Internal program error! modlist.txt should have been created but it wasn't.

Set-up: Win7 x64, Fresh install, several mods, BOSS in data folder, Oblivion not installed in Program files, UAC turned off, manually set full access to all related folders, have tried reinstall of BOSS, runtime libraries.

Just can't seem to get it to work. :[

Any help would be appreciated.

I had a title once, but I forgot what it was.

BOSS must be installed in the data folder - and there are several parts.
Boss.bat
Boss.exe
masterlist.txt this is the data list - be sure you have the most up to date version
Bosslog.txt This is a copy of your new load order and may not be present at first.

Modlist.txt - this is the load list that is used by the game

You must run it with the Boss.bat and not the exe file. Both of these must be in the data folder.
There must already be a data list - either from the game or OBMM for it to work with.
The first time it runs if there is no modlist.txt it should make one.

Yes, I'm well aware. It just will not make the modlist.txt and gives me the error as stated in original post.

sounds a bit like a common operating system clash with boss -

Won't change load order: OS is Vista and Oblivion is installed in Program Files.

Install Oblivion outside the Program Files folder where possible. Otherwise temporarily deactivate UAC.

Won't Change load order and generating a blank text file: OS is Windows 7:

Give group or users name: BATCH controls of the Oblivion folder

I've also already done that. :[

Delete anything Boss related and get the newest version. If this doesn't work try the runtime files.

Negative. Deleted every Boss related, downloaded newest version. No dice. Did again, reinstalled runtime files (again). No worky. :[
