Stretched arms in first person

So, I found a 'Skyrim Tweaking Guide' on the Nvidia website where it details how to amend some settings in the .ini file. I had mods installed but nothing major, Frostfall, a few texture packs and SkyUI, nothing really heavy. Everything was going fine until I tried to amend the FOV and now it has resulted in my arms being stretched when in first person. When I use magic I can see all the way up to the bicep. I have tried defaulting the FOV but the problem persists. I uninstalled all mods, deleted all Skyrim information from my computer, did a fresh install and started a new save and still the problem persists. Also, the visual effects of whatever magic spell I have clip into the back of the hand. I don't know how to fix it and I really want to enjoy this game.

I really don't know what else to do. I have deleted absolutely everything to do with Skyrim from my PC and started afresh and still the problem persists. I've looked at my driver and graphical settings and nothing has changed. It was fine before I tweaked the FOV and now it seems stuck like that, as typing any FOV command into the console merely changes the FOV but keeps the elongated arms.

Did you delete the ini files that you made changes to?

Hi postal. Yes, I completely deleted all the ini files in the My Games directory, as well uninstalling Skyrim, Nexus Mod Manager and my old saves. I then restarted Skyrim in a new folder, started up the campaign and still the problem persists. In these circumstances I would normally consider it to be the fault of something outside Skyrim, but the truth is the game worked fine until I entered a different FOV value. I surely can't be the only one with this problem but doing a google search yields no answers, so I thought I would make this thread.

 

I had checked the new ini files and they are completely default; this is vanilla Skyrim I am trying to use, which is why I'm completely confused. :ohmy:
