Maybe it's bugged?
The fallout one seems a bit extended. Maybe lowering the fUpdateDelayNewTargetSecondsMin will help a bit?

To bring this one back from the dead, has anybody found a way of making the player just slightly more animated than Elijah Wood yet? I often have it in third-person mode, especially when trotting from one place to another, and my character's tendency to utterly ignore everything around them is a little disconcerting. I'd forgotten about how annoying it was until I started with FNV recently and the lack of any interaction at all reminded me of my own unsuccessful attempts to pin it down.

There are a few idle packs around which give a sort of pseudo-interaction but I'd like the real thing. And a few more facial expressions for both the PC and NPCs would be nice, too, come to think of it...
