Projectile Trajectory All Screwy

I'm finding the projectiles from my spells and the arrows fired from my bow are not going where I aim them. It's more noticeable with spells since the projectiles are hard to miss but I have noticed arrows not hitting their targets even when they should.

 

Sorry for the math talk but it's the only way I could think to explain it.

 

Imagine the Cartesian plane. The crosshair would be located at (0,0) and is where the fired spell or arrow should pass through. Instead, frequently, my projectiles will fly towards some random point 10, 20, 30, etc degrees off from where it should. And it's always random. Sometimes projectiles will go straight down, sometimes up and off to either side, just to either side of the crosshair, basically anywhere BUT where I'm actually aiming and it's always different. This only happens in third person.

 

I am using the mod Proper Aiming and made these changes to my Skyrim.ini:

Those changes are different from what the mod author has suggested because others have said these work better. I am not sure if they are to blame.
 
Anyone know what I can do to fix this?
 
Edit: I've changed my settings to reflect what the mod author recommends but nothing changed.
