That's good. Okay, I need a few lists to check your setup. Also, could you describe the crashes a little more? Are they specific, or are they random or what?
Put all of these lists in spoiler tags please. [tag]<text>[/tag] ; replace "tag" with "spoiler"
1) I want you to open a command window in your OMODs folder (hold SHIFT and right-click and choose the open here option), and then use the following command:
DIR *.omod > C:\OMOD_List.txt <-- This creates a list of your OMODs in a file "OMOD_List.txt" on your C drive.
2) Get your active OMOD list. Could you take a screen shot of your OBMM window? Sort your OMODs by conflict status, and take a screen shot of the window. Sort options are in the lower-right corner of the window. If you can open the Import/Export > Export Active OMOD list in a text editor and see the OMOD's names (the formatting is of no consequence) you can just post that list here instead.
3) Your plugin list would be helpful as well. Wrye Bash > Right-click on File > List Mods (When you post this list, please overwrite the codebox tags with the spoiler tags.)
4) I would also like to see your Documents\My Games\Oblivion\Oblivion.ini too.
Make sure you are launching the game with a shortcut to the obse_loader.exe file. Other than that, your plugin list is fine. Those UOMP plugins you pointed out should not be causing your game to crash because you have the relevant DLCs. Check all of the plugins in Wrye Bash.

i cant get the omod lists from their because i cant get it to run in administrator all the time. the way i did it last night i have to chose run in administrator each time i open it. hers the lest from bash

AAaah, use spoiler tags next time please... 
You cannot use the UOMP unless you have the DLCs. Do you? If not, uninstall that OMOD. Otherwise, install them. Repost your LO after fixing it and rerunning it through BOSS please. I will look over you INI file in a few...
Edit: Use copy this version of your INI over your Oblivion.ini file. Make sure you overwrite the entire thing. Also, you need to set BSA redirection in OBMM (Utilities > Archive invalidation). The redirection BSA is not in your sArchiveList.

how do i remove a self installing mod. and what are DLCs. and how do i get them I'm sorry about that i don't now anything about spoiler tags a mini example would probably fix that. i really didn't mean to make it hard for you.

You've installed a self-installing mod? What...? It should install an uninstall file somewhere, probably in the Data folder. As for the DLCs, those are official mods for Oblivion. You can download them from the official store, but they cost money. You can get them here: http://forums.bethso...ailable-online/

ok i see what you wont but how do i make the Spoiler work. ok heres the nam of that mod i think. Unofficial Official Mods Patch i uninstalled it for now

here isi a list omod that i have made their not activated yet. so you do it kind of like when you do html for wed page dizineing

I have said this multiple time, I am sure:
Set BSA redirection in OBMM. You can find the option in Utilities (sidebar) > Archive invalidation. Select it, close that dialog box, and forget about archive invalidation after that...
