Run LOOT and then Tes5edit, you probably have missing master files.

Also run tes5edit, does it give an error when running it? If so, what does the error log say on the right?

It's not just about load order, you could be missing a plugin that is required. For example if you install the dawnguard version of high level enemies, you will need the dawnguard DLC to run it. Same for the water mod, if you select options for the dragonborn or dawnguard DLC, you will need to buy those dlcs.

I found out my problem, thanks! I had the Falskaar content selected yes when I didn't download it. But my game is still a little laggy and seems to be slower than normal, would there be a way to fix thins like that? My specs are: http://i.gyazo.com/8ddac9d0e78f199ac0011b2e8578194a.png

I built it last summer and added CPU water-cooling, an SSD, and a new case to it this summer. If it is my CPU at all I can overclock it to 4.2 again which I had last summer but didn't play many games so I took off the overclock.

Skyrim is a CPU heavy game so overclocking it further will definitely help to some degree. What specific GPU do you have? Because there's lots of 7900 series cards.

Just remember, every graphical mod you install will give you a hit in your performance so test your FPS with each new graphical mod installed.
