Ive checked out the oblivion grid map, and most of the cities take up 4x4 cells, except for the imperial city ofcourse.
The area Sutch is in, is heavily "populated" by buildings, and a lot of them would have to be moved - which would take a lot of work. Also, the road shown on the map with Sutch on it still seems to be available, and leading to Lord Drad's Estate.
OMG!!! Lord Dard killed the entire city of sutch and then stole it and put it in a little box!OOO also adds like 5 ayleid ruins to that area. And if I move every building in the "Sutch" area, and add Sutch there, that would mean there'd be 3 cities in 1 county, making it looked very stuffed. Therefore I'd have to move Kvatch - yes, the entire city - East (I'm not gonna do south for the same reason it was moved north). That would bring Kvatch and Skingrad pretty close too eachother.
I guess you know where I'm going. There was a reason Sutch was build along the coastline - but I'd rather not make it in the Anvil area at all. There's a couple of other options I'll let you choose from, listed below. Please note, Im quite the lore-freak too. But building the city on the original location is impossible.

The Imperial Reserve (In the middle of Kvatch and Skingrad, then go North. Yes, it's on your map - not a mapmarker, on your map). Not a very good choice, but I love that area. Lots of trees. Would require a new road, lots of incompability there. Is quite close to the Hammerfell border, we could add a road to Hammerfell too - that would be lore friendlier.

The Niben Basin or
Blackwood On the oposite site of Cyrodiil, and probably the most unlore-friendly choice there is. However, it's a very open area - lots of space. A large city could be build there. I am only considering it because of that, and my map has always felt empty there.

(DC) Sutch The location the original mod was build in. Would still cause a lot of incomability. If you pick this, I'll hate you. No more cookies.

The most NE point on the map Is close to Hammerfell. However, the cold environment would disable the sleeping outside for the poor part, and a lot of the ideas we had before. Building here is difficult (believe me, I tried. My char thought he was Dracula and wanted a castle), but the views are amazing, and the elevation in terrain allows some of the multi-floor buildings from hammerfell more than flat terrain. This also gives options for a much more interesting architecture.

We can build Rihad.Or the entire land of HammerfellIgnore that part about entire Hammerfell. I got a life too, you know. Would solve a lot of the problems - plus a lot of people won't go "OOOOH YOU STOLE DC'S IDEA!!!". And I wont feel like we stole it. I kinda like this one the best
