I enter the fort on the exterior upper door and arrive at a junction with two iron gates that are operated elsewhere. I can see levers on the far side but not on my side. So either I have missed them or there is a second entrance I have not found. I have to dash to rehearsal or would spend more time looking but if anyone knows what I have missed I would be grateful for th information.

i have been to this fort, i think theres an entrance up top but if not who knows how to get in there

I found out on uesp that there is a rather different means of opening the gates using the arrows placed on the pedestal nearby. Perhaps I should have worked it out but I have not come across anything like it anywhere else so it never occurred to me.
