My game is crashing and Freezing in exteriors constantly

Hello, I have come here to beg for assistance. For two long months I have been diligently working to find the issue with my mods, as my game is UNPLAYABLE in exteriors, altough it works fine with lighting mods, follower mods, and more NPC mods. The two places that bother me the most are outside of Riften, where the fog pops in and out, and the CTD. When I approach whiterun from riverwood, my game instead freezes as I rounf the corner after crossing the bridge. Can anyone identify if the problem is simply my specs (which are PRETTY good but sadly I have both dual GPUs and an 8 core CPU, so I can't use it to it's full potential) or is it a mod conflict, or anything! This has been driving me insane for months, and I dont even enjoy Skyrim anymore. Heres a list of my mods, which have been arraged via LOOT....

Yes, I am using an updated SKSE, and i've ran TES5EDIT and LOOT multiple times, but the freezes and CTDs persist. I do not use any ENBs, but I do have ELFX, which my sysytem should be able to handle, as it did a few months ago
