Armor and Weapon mods: How to set perk restrictions?

I'm editing certain ESPs of armor mods for my own personal use, in order to create a better sense of progression in my game. Therefore, I want to set restrictions to certain custom armors through the perk system (such as making an armor set only unlocked if I have the Dragon Smithing Perk). However, I have no idea how to do that and where to find this through TES5Edit, or if I need the Creation Kit for that.

 

Can someone help me with this? Thanks in advance.

Locate the RECIPE for the item in question under Constructible Objects (COBJ) in the Creation Kit. Add a condition which requires the player to have the specific perk. You can look at stock items to see how they are set up (or simply copy the condition if it is what you want).

 

It is probably possible to do in TES5Edit but I'm not aware of how.
