Cusconillow Posted September 30, 2014 Share Posted September 30, 2014 I was just in Whiterun and a dragon attacked so I killed it. The issue is that all the people in the town aside from the guards acted as if nothing was happening. I expected them to panic, run, go home, fight or something but they just walked around and talked like normal. Is this normal or are people supposed to panic during these attacks?
