Thanks. Well, I'm pretty sure I figured out what is going on, and there are actually two issues, one on the side of PerMa, and the other from AOS.

The Prismatic Beam loop sound issue is purely from PerMa. I tried testing a Skyrim Legendary + Unofficial Patches + PerMa load-order install, without AOS.

I started a new game, gave myself the Prismatic Beam spell book, and when I used the spell, the "crackling" sound was stuck immediately. 100% reproducible. I matched the sound to MAGFireBolt02ReadyLP.wav, and as explained above, I found that for the Prismatic Beam spell, that sound is used for both the ready and release stages. I noticed that sound being used twice as different than anything I've seen before, but didn't think much about it.

In the meanwhile, I had contacted KoRd KoRn, the author of AOS, and he said that the Prismatic Beam looping sound problem is due to MAGFireBolt02ReadyLP.wav being used as a spell release sound. That sound is defined as looping, and should not be used as a spell release sound, and when it is, it gets stuck because the trigger to stop the loop never happens.

Bigmike855 said he contacted T3nd0 about this - do you think I should also contact him with this detailed explanation of why it's happening? Any other spells set up similarly will also have the same problem.

As for the less common looping sound that occurs with followers or in battles with a lot of mages, that is actually related to a long-standing bug that is in the definition of the combat spell ready sounds in Skyrim itself.

This bug was addressed in USKP v2.0.4 back in May (look for "Bug #12778" in the USKP changelog).

Unfortunately, this was a few weeks after the most recent version of AOS (v2.1) was released, so AOS currently does not include that fix.

However, since I am updating / making new patches for AOS, I can assure you that the USKP fix for the looping magic sounds will be included in an upcoming update.

Hello,
there is a CCOR version of Cloaks of Skyrim, which has CCOR as master. Would it be fine to put it after that one then?

CCOR has a replacer .esp for CoS to make it compatible with CCOR, its that CoS lists CCOR as a master then yes, you have to place it after in load order

Go ahead and contact T3nd0, ask him if if it would be quicker to make a patch or wait till an update to PerMa. It would likely be quicker to make a patch if your able.

Alright. This doesn't cause any issues, since normally all armor and weapon mods are supposed to load before CCOR?

Can someone PLEASE PLEASE PLEASE help me get this load order straight? SUM won't allow PerMa SkyProc to load and the PerMa SkyProc will not do it on it's own either, it says Null Pointer Exception EVERY bloody time! I will post my load order to any response I get, I simply wanted to avoid cluttering the thread until someone actually wanted to help.

For a quick fix you might try running it through LOOT and then open the whole thing in TESVEdit to find out which mods breaks it (I've had similar issues and TESVEdit reported me a missing master when I tried to open my load order in it)

I know it tends to be a lot of work to get a decent load order but once you've got it nailed down it's a breeze and helps a lot.

Honestly I've stopped using LOOT as I can't really wrap my head around it's priority system and the default settings tend to break things really bad on cutting edge mods/large load orders.

I've had mods overriding patches and even CTD-causing shenanigans because of a borked load order.

As for creating them, I've found Wrye Smash to be the best solution as it displays descriptions and will also show you if you've placed it above masters (which can cause problems, and LOOT tends to do this occasionally, you can ignore vanilla master order though, it won't matter for the mod if DG is loaded before HF or vice-versa.)

I'll just repost missjennabee's list here:

#01: Your ESM Files;
#02: Bug-Fix type Mods;
#03: Game Structure and/or UI Mods:
#04: Character Appearance Mods (For NPCs and Self);
#05: Mods that Add and/or Change Locations; *
#06: Mods that Add and/or Change Items;
#07: Mods that Add NPCs;
#08: Texture Mods;
#09: Environmental Mods (things like Climates of Tamriel, Sounds of Skyrim, etc.);
#10: Mods with Gameplay Changes; Then,
#11: Reproccers, AV, and Bashed Patches.

DLC order is: DG then HF then DB, do not change this, this is the order Bethesda made overrides. Placing DB first may allow bugs from other DLCs overriding the fixes they made to it in the last DLC. This could be fixed by other patches but better be on the safe side here.

If you're having issues with a certain mod make sure it's loaded last within it's category. Also use common sense, some mods with their patches can become incredibly intertwined.

I'm currently going over the whole installation and making sure it's working fine thing and I've noticed there are a lot of changes from WAFR and Improved Artifacts not being forwarded. Is this intentional or just not done yet?

It's "easily" solved by making a merged patch but I wanted to make sure I'm not breaking things by re-adding WAFR/IA/IW/Artifacts changes.

For example, WAFR adds certain Keywords to the Nightingale stuff but it's not being forwarded through the Pre-PaMa patches.
