Nope, very basic setup, hires textures, no other graphic enhancements than this. Nvidia GTX 670 card.

You didn't load the esp or you have another esp that changes the water. I don't know other reason.

Do you havd an ATi or NV card?
Do you use any monitoring tools likr fraps or EVGA precision?
Any other OBSE plugin?
ENB/SweetFX?
Try the obse.log instead. Or the steam_overlsy_dll.log (in your steam folder).

I found out the fix for my underwater problem.
After i disabled normal antialiasing setting on my video card, underwater looks ok.
Nvidia card has another antialiasing mode which can be used instead, it is somekind postprocessing technique called FXAA.
When using FXAA everything looks good.

Why do you want to use MSAA from control panel?
Use the ingame MSAA.

Now that you found something conflicting AN, I have meant to say that since using IW, I have never had rain when before it rained almost all the time. Could this be a conflict or is it just chance that it doesn't rain?

A chance. IW reads only the weather datas, it doesn't write nothing.
Force a clear weather with the console command to reset the oblivion weather if you want (command: fw 38eee).

Yep, enabling MSAA in 'oblivion.ini' seems to work also, and no need to disable video card antialiasing when using that.

Description says:
"You can activate the HDR by the option menu, then exit and open your Oblivion.ini. Set iMultiSample to 2, 4 or 8 as you prefer. IW will force the HDR and AA on the device."
