Sorry if I'm wrong, but aren't there different versions of MSAA?
I thought, and I have seen so, that the driver forced MSAA is better than the ingame MSAA. At least, it seems so because the step effect is stronger with the same level of MSAA from oblivion itself.

The ingame MSAA is the same of the antialiasing from the video control panel. The device does the MSAA at hardware GPU level. It is the same thing because it is not a shader that does it.
NVidia uses also other tricks to adjust the AA when you activate it from the video control panel, so probably it is better even if the rate is the same.

Sorry if I'm bothering you .. but your version 1.2 was working in my game (just not properly with ENB)
now with 1.3 my game crashes at startup .. maybe you got a quick idea what it could be .. if not I'll spent the next years to get it working since it's a must-have plugin in my opinion

My specs are following:
WinXP SP3 32 bit
Nvidia card GTX 570
Nvidia settings same as for using ENB (AA disabled)
No OBGE
OBSE 20
HDR on, Bloom off
Oblivion.ini iMultiSample to 2
Using an own weather mod
other OBSE/plugins stuff: Elys_USV, OBSE_Elys_Pluggy, OBSE_Elys_Uncapper

It is ok.
Are you sure the problem is IW? Did you change something in ini files that is wrong?
v1.3 works normally.
