I hired a mercenary from windhelm, i turned off "npc's cannot permanently die", tried to sacrifice him, but he just stood there, and when i clicked him it said "this person is busy"

.... does anybody know how to fix this without uninstalling the mod, doing the quest than installing it again?

There's supposed to be an animation where the follower gets pinned to the pillar. After that, talking to him/her will result to "this person is busy". Then you can kill him/her.

If that Mercenary is a MODed NPC from another MOD it will never Die from AFT alone.

MODed and some Essential Followers will never Die with most if not all Follower MODs.

You would need Followers Live Package (FLP) - With FLP you have a large variety of settings for your Follower, to include Death, Resurrection, Follower resurrecting to Player. FLP is packed with many more options.
(Use only the FLP Options you need and like)

"npc's cannot permanently die"
AFT will flag a follower essential by default, and that flag can be removed by AFT.
However AFT will not remove the essential flag of something that is already set essential.
