What exactly does the optional file do & what is it for? I'm in the process of modding Oblivion for the first time, though I've modded my Skyrim extensively & have been doing so for well over a year. Any help/input would be greatly appreciated. Thanks.

Download it and check the folder 'Docs',it has an .html document called "Unofficial Oblivion Patch Version History" which also mentions what UOPS includes.

i have all the unofficial patches installed from before, and upon looking at all the latest versions of UOP
(Unofficial Oblivion Patch, Unofficial Official mods patch, Unofficial Shivering Isles patch)
I noticed that only 1 thing has been modified in 2014 among all 3 mods, and that is
the textures folder in "Unofficial Oblivion Patch"
should i simply drop that in data folder ?

__READ__ To be honest this mod adds more glitches then it patches, makes my game crash. causes oblivion to stop working after quiting the game, made a weird glitch to where i always hear this cannon like noise in the background no matter where i am repeating itself. Not worth it and before someone says (well what mods where and are you using) i have tried this mod with hardly no mods installed before and it still does the same glitches no matter what.

The heavy armor salesman of The Best Defense mispronounces his own name, Varnado. He calls him self Varnando. I own both PC and Xbox 360 copies of the game and it is pronounced correctly on Xbox 360.

Doesn't do that for me, even on a fresh vanilla install. The crashes, however? That's definitely a thing. I have narrowed down a crash on save game load in exterior cells to the Unofficial patches, and am updating accordingly to see if it stops.

I really don't understand how to install this mod. Can i simply use the NMM and install it like any Skyrim mod? I just got Oblivion GOTY edition on Steam a few days ago so i am still an uber noob when it comes to modding.

Use a mod manager called TesModManager found on the Skyrim Nexus. It works for Oblivion. http://www.nexusmods.com/skyrim/mods/5010

NMM is NOT recommended for installing this patch.
BAIN (bash installer, part of the Wrye Bash tools) is recommended by the mod's authors
OBMM works perfectly fine for me and many others
TesModManger is an extended development of OBMM and is very well received by users
