Are there any mod/s that basically turn morrowind or oblivion into a game like fallout WITHOUT a conversion program? I just want to know since I wouldn't mind trying them out.

this would be better asked in the fallout 3 section, or the oblivion section. Both have more people regularly viewing it, and they have more experienced modders

also, the game engine (from my experience and knowledge) cannot be changed
